Observation

Ms Mempa did not report the traumatic bathroom incident as required. She did not report it in any way to Licensing or to CPS. One or more children were injured during the incident. Reporting was required because in addition to child injuries there were concerns of suspected abuse/neglect; child endangerment and inappropriate sexual trapping and touching of one younger child by another older (teen) child.
